Using Art and Design as a model, how best can emerging interactive technologies be harnessed to enhance tertiary sector multi-functional web design?

With the widespread introduction of Broadband, 24hr connectivity is now commonplace across the globe and the growing availability of open-source environments allows for both personal and corporate interaction on a scale not envisaged a few decades ago. The initial high ideals of many of the early web pioneers are now being under-mined by the incursion of rogue users intent upon creating chaos in the system.

This now presents a huge dilemma for web masters responsible for multi-functional sites incorporating both open-source and closed-source elements. Issues such as censorship, risk management and security have emerged as drivers for change in this electronic maze. There is a constantly shifting balance between the potential for chaos and the threat of ultimate control.
